The people talked about in this report are accused of breaking immigration regulations but are not felons. We should be able to process these people's cases without putting them in jail with felons for months and months - We'd expect that for an American citizen illegal in France or Germany - would we not?

Local Brazilian immigrant advocates agreed with the main finding of a state-wide report by the American Civil Liberties Union of Massachusetts, which concluded that immigrant detainees spend too much time in jail.
